fractional charge pump(1.5x) and regulated chareg pump

Hi guys,
Regarding 1.5x chareg pump,
I'm new tocharge pump,previously I though charge pump can only achieve 2^n of the input voltage，not sure about how to realize the fractional times ，is it realized by the synthesis of the capacitors using different voltage?
Regarding regulatd charge pump,
Can the output voltage be regulated,is it similar with the buck and boost,what's the principal behind this?

1.5X的要多用一个电容。
charge pump和buck/boost有本质上的不同，能量效率是不可比的。只不过charge pump不需要电感，便宜
