Tell me, please. I'm confused.

The input range from RFfreq to LO1freq + IF1freq?
But why then the intermediate frequency (IF) is defined as LO1freq - RFfreq?
LO - a constant frequency? That is, the oscillator is not rebuilt?

Usually, the intermediate frequency is defined as the difference between the central frequency and a central oscillator (carrier) frequency of the high frequency signal

Yes, the RF input signal is swept from RFfreq to (LO1freq+IF1freq). From the equations, this is from 1960 MHz to (2048+88) MHz.
The LO is constant at LO1freq (2048 MHz), so the RF input frequency is swept from 88 MHz below the LO to 88 MHz above the LO. I don't know why this was setup this way, but you can certainly change it so the LO frequency tracks the RF input frequency, giving you a constant IF.
