Checking Gerber files against the layout is done with IPC356 Netlist checking. The term netlist here is misleading since IPC356 is made up of X,Y coordinates of pads and vias rather than the usual net/pin names you would see in a scm netlist. It's used mainly to verify that the Gerbers generated from Layout agree with the net/pin coordinate connectivity in the design. So if, for example, you setup your top layer in postprocessing and accidentally turned on component outlines, the IPC356 check would catch that as multiple net shorts. Board shops will also use the data to verify they've read and processed your gerbers correctly. It's not failsafe though; if you make intentional errors in the artwork outside the bounds of Orcad's DRC checking, potential errors may go unflagged. A copper-area short between 2 nets would normally be caught by IPC356 checking.
